ANNUAL HOMEOWNERS' MEETING
October 8, 1996
MINUTES
CALL TO ORDER - President Moore called the meeting to order at 7:45 p.m.
ROLL CALL - Manager Rich Noble reported that a quorum of the members was represented in person or by proxy.
PURPOSE OF THE MEETING
President Moore explained that the purposes of the meeting were as follows:
1.To consider reports of the affairs of the corporation
2.To elect Directors of the Association
3.To transact any other business to come before the meeting that is within the powers of the shareholders.
APPROVAL OF MINUTES OF THE ANNUAL HOMEOWNERS' MEETING OF OCTOBER 10, 1995
Two corrections were noted: change name of president to "Flanigan" in two instances.
MOTION: It was moved, seconded and passed to accept the minutes of the October 10, 1995 Annual Homeowners' Meeting as amended.
REPORTS
President - President Moore provided a full overview of the Board's activities during its term.
Home Maintenance and Architecture - Lee Manter recapped the maintenance work, mainly roofs, completed during the past year.
Landside Maintenance - Corinne Osicki highlighted landscaping progress during 1995-96, and thanked the committee.
Neighborhood Communications - Julie Wiard reported on newsletter production and solicited articles from homeowners.
Finance and Insurance - Jeff Frankel reported on the pro forma budget and plans to update the reserve study.
Property Manager - Mr. Noble stated that he was impressed that eight candidates had expressed interest in serving on the Board, and that 80 percent of the membership was represented at the meeting.
MOTION: It was moved, seconded and passed to accept the reports of the committees and manager and to commend the Board on their accomplishments over the past year.
TAX RESOLUTION
Mr. Noble explained the purpose of the tax resolution and encouraged members to cast their ballots.
SPECIAL PRESENTATION
President Moore presented the second Ida Stone Memorial Award to Jeff Frankel for his dedication and contribution to the Association over the past several years.
ELECTION OF DIRECTORS
President Moore opened the floor for nominations. Mel Schwartz was nominated and accepted the nomination.
MOTION: It was moved, seconded and passed to nominate the slate of directors: Gary Flanigan, Jeff Frankel, Lee Manter, Nancy Moore, Mary Neil, Corinne Osicki, Lori Sullivan, Julie Wiard.
MOTION: It was moved, seconded and passed to close the floor for nominations.
Each candidate was introduced and gave a brief statement regarding their interest in serving on the Board. The meeting was recessed for casting of ballots at 8:30 p.m.
The meeting reconvened at 8:50 p.m. President Moore announced that the following directors had been elected: Gary Flanigan, Jeff Frankel, Lee Manter, Mary Neil and Lori Sullivan. He also announced that the Tax Resolution had passed.
GENERAL DISCUSSION
Bev Partridge suggested a Neighborhood Watch party. Isabella Foster reported that she had observed and reported drug related activity to the Harbormaster. She was advised to call police directly in future. John Moore reported a break in at Terry Klaus' unit, an apparent attempt to steal his boat. It was suggested that block captains be recruited from each grouping, and Bev agreed to provide the Board with information regarding Neighborhood Watch. Lee Manter added that calls to police help to get increased patrols in trouble spots. Jeff Frankel reported that aggressive young men had been selling magazines on site, and he urged homeowners to slam the door in their faces and call the police.
Terry Klaus stated that the Blue Angels would do a 200-foot fly-over of Encinal High School on October 11th.
Allison Braverman suggested that the free garbage pick up day be published in the newsletter. She also suggested that homeowners schedule a night to meet for dinner each month at the Whale's Tail.

The meeting was adjourned at 9:00 p.m.
